Derek has been the commercial lead on a number of Competitive Dialogue processes for the Ministry of Justice, Metropolitan Police Service and the Home Office.

Derek produced and provided all the Competitive Dialogue procurement documents ensuring that the relevant stakeholders feedback and comments were sought. This included producing the PIN, SSQ, Outline Solution, Detailed Solution and Final Tender documents and instructions to bidders’ documents.

Derek provided training and awareness sessions for members of the various project teams using GCF guidance note documents as the basis for the training and producing specific documents for the project team. Derek provided significant input into the process maps for each of the various stages of the procurement process. Working closely with the business and head of commercial he agreed and produced the relevant evaluation criteria including technical, financial, commercial and social value evaluation criteria.

Derek was responsible for reviewing and redrafting the Model Services Contract and Schedules where required to meet the requirements of the project ensuring that relevant business stakeholders and legal were consulted to obtain relevant sign-off.

Produced training and awareness session documents for training evaluators and moderators.

Derek is also experienced in using CCS and other government frameworks and restricted procedures.

Experience

Derek was responsible for developing the commercial strategy for the Home Office Future eGates project and had significant input into the outline business case, internal governance papers and seeking Cabinet Office approval to commence the procurement. Derek was also responsible for obtaining advice from external specialist advisers around TUPE and insurance liabilities and liaising closely with the Home Office internal lawyer team. Derek provided commercial management of the project reporting into senior stakeholders such as the Future eGates Programme Board, Head of Commercial and business stakeholders. Responsible for producing the relevant commercial reports for various boards and daily scrum meetings with the Future eGates project team.

Derek has considerable experience in leading and running complex supplier dialogue, negotiation and clarification sessions for complex competitive dialogue procedures. This included being the commercial lead for competitive dialogue procedures for the Ministry of Justice, Metropolitan Police Service and the Home Office.
