Kieran specialises in public procurement and public contract law, and has experience acting for central government, police, and local government clients.
Prior to joining TLT, Kieran trained and qualified at a local authority, where he supported a number of important procurements, and led the drafting and negotiation of key contracts. He has gained experience in a wide variety of sectors, including IT, construction, and healthcare.
Kieran is proud to have been highly commended at the 2023 Lawyers in Local Government Awards in the category of Junior Lawyer of the Year. He regularly receives positive feedback from clients, praising him for his knowledge and pragmatic approach to complex issues, and for providing clear and practical advice.

- Advising a local authority on a complex construction project. This involved drafting bespoke terms for NEC4 contracts and providing important procurement advice in relation to the modification of contracts.
- Advising a local authority from the start of a procurement process for electric vehicle charging infrastructure. Kieran supported on key decisions regarding the procurement process to be utilised and the drafting of associated documents.
- Advising a central government department on the potential legal risks associated with proposed award criteria.
- Advising a police force in respect of modifying a complex long-term IT arrangement.
- Advising a contracting authority on the interpretation of pass/fail criteria and potential bidder exclusion.
- Advising a central government department on the potential modification and/or termination of a number of public contracts.
