TLT completes UK’s largest infrastructure planning and future energy practice with arrival of partner quartet

National law firm TLT has welcomed Sarah Clark, Tom Henderson, James Ross and Angus Walker as partners, forming the UK’s largest legal practice dedicated to public law, infrastructure planning and future energy. The partners will be based in TLT’s London office.

The arrival of the quartet completes the strategic recruitment of a 32 strong team following the appointments of Mustafa Latif-Aramesh, Duncan O’Connor, Richard Marsh and Nick Evans who joined TLT earlier this year. The eight partners have joined the firm alongside 24 associates, creating one of the largest specialised teams of its kind in the UK.

All expert in advising on Development Consent Orders (DCOs) for nationally significant infrastructure projects (NSIPs), each partner also has a focus on complementary specialisms including: biodiversity net gain (BNG), clean air zones, workplace parking levies, flood defence projects, public law, regulation and legislative drafting, and land/ rights acquisition strategy.

With these appointments, TLT has firmly established itself as a market-leader in DCO and infrastructure planning advice, a critical area for the delivery of NSIPs. The team’s deep expertise also places TLT at the cutting edge of public law, supporting clients to navigate complex regulatory frameworks and deliver a range of transformative commercial projects including across energy, utilities and transport.

Between them, the new partners bring unrivalled expertise advising on the planning, authorisation and development of some of the UK’s most complex NSIPs. Their practices include advising on over 40 NSIPs under the Planning Act 2008, spanning sectors such as nuclear, solar, highways, railways, ports, aviation and commercial development.

These hires represent a major investment in the firm’s advisory and transactional depth supporting clients across public and private sectors. The new partners will work alongside Maria Connolly the firm’s Head of Future Energy and Real Estate, and Bill Hull, Head of Government and Public Services to build on the firm’s strength and established reputation in advising public bodies, developers and investors on the legal frameworks driving the future of the built environment and energy transition.

John Wood, Managing Partner at TLT commented: “These appointments are a clear demonstration of our commitment to strategic growth across some of the key sectors shaping the UK’s future. This isn’t just about scale, it is about depth, capability and building long-term value for our clients, reinforcing our position as a top-tier firm across the UK’s most dynamic markets.”

Maria Connolly, Partner and Head of Future Energy and Real Estate at TLT said: “The arrival of Sarah, Tom, James and Angus marks a pivotal moment for TLT and for the sectors driving the UK’s role in infrastructure and wider energy transition. With their combined expertise we have created one of the UK’s largest specialised legal practices dedicated to supporting our clients in the future energy, infrastructure and public sector space. This strategic investment deepens our ability to help clients navigate complex regulatory frameworks and deliver transformative renewable energy, transport and biodiversity projects. We are delighted to welcome these four partners who will help unlock further opportunities for our clients.”
