TLT appointed to Network Rail legal panel

National law firm TLT has been appointed to the core legal panel of Network Rail.

Network Rail operates and manages the UK’s railway infrastructure, including 20,000 miles of track.

This panel refresh is the first since 2019 and has seen TLT appointed to Lot 1 - Core Services England & Wales; and Lot 5 - Parliamentary Agents. The new framework will come into effect in April 2026 and runs for five years, with a potential two-year extension.

Under Lot 1, the firm will provide services across a core range of legal disciplines including commercial; competition & procurement; corporate & commercial opportunities; and employment. Under Lot 5, the firm will provide specialised parliamentary agency services including legislative advice and promoting applications under the Transport and Works Act 1992.

This is the latest in a series of high-profile infrastructure and public-sector panel appointments for TLT, which has also included being named as a supplier on the new Solicitors Panel for the London Boroughs’ Legal Alliance (LBLA); being renamed to Crown Commercial Service’s new Legal Panel for Government framework; and being appointed to the Nuclear Decommissioning Authority’s legal panel. The firm has also recently been appointed to advise the Department for Transport on the expansion of Heathrow Airport.

Commenting on the appointment, Infrastructure, Planning and Parliamentary Partner, Duncan O’Connor said: “Network Rail is one of the UK’s most important infrastructure organisations and our team is extremely excited to get started on work to support Network Rail during this period of significant change for the rail industry.

“This success, coming so early in the year and adding to our catalogue of high-profile panel appointments in 2025, is built on our commitment to being our clients’ first tier adviser and demonstrates the exceptional strength of our infrastructure and public sector capabilities.”
