Associate

Sean assists central government and local authority clients with a wide range of matters, including end to end legal and strategic support during the lifecycle of regulated procurements and contract management post-award. He has experience advising on public procurement across a range of sectors, from IT to construction, facilities management, telecommunications and more. Sean also plays an active role in delivering training and thought leadership, including on the Procurement Act 2023 and Procurement Regulations 2024.
During his training contract Sean undertook a secondment with Manchester Airport Group, where he was first introduced to procurement from an in-house perspective. He also spent six months with TLT’s Projects, Infrastructure and Construction team, providing valuable insight for procurements with a construction focus.

Experience
- Supporting a central government department on its £150 million procurement of drugs testing services and point of care testing devices.
- Advising a central government department on clarifications and bid compliance during a procurement process for international consulting services valued at circa £40 million.
- Supporting the evaluation and moderation stages of a procurement process for complex construction/engineering services by a limited company subsidiary of a central government authority.
- Supporting a regional police authority on the procurement law aspects of a proposed joint venture with a local authority in relation to a multimillion-pound construction project.
- Advising the Department of Health and Social Care on the risks and potential mitigations associated with successive extensions of a contract for data management.
- Advising on a commercial contract worth circa £450,000 for a local authority client. Sean was the main TLT contact for the client and led the preparation of the contract, including bespoke drafting to meet the client’s needs.
