Senior Associate

Emily is a Senior Associate in TLT’s Commercial Regulatory team with a growing specialism in regulatory advice, investigations, public law and major public inquiries.
She acts for regulators, public bodies and corporates, advising on complex regulatory risk, compliance frameworks, strategic decision‑making and high‑profile investigations.
Jurisdictions: England & Wales; South Africa.
Experience
- Emily recently completed a three‑year secondment with the Care Quality Commission (CQC), where she was appointed as the organisation’s Recognised Legal Representative in Module 6 of the UK Covid‑19 Inquiry. In this role, she advised on all aspects of CQC’s engagement with the Inquiry, including Core Participant applications, disclosure strategy, drafting multiple witness statements, briefing senior leaders, and managing the regulator’s response to thematic issues under intense public scrutiny.
- Alongside her inquiry practice, Emily completed a secondment with TLT’s Tech, IP & Data team, supporting clients on emerging technology and digital regulatory issues. She led on key AI‑related matters including EU AI Act compliance obligations and risk assessments under the Act.
- Within TLT’s Regulatory team, Emily has advised on medical device regulation, health and safety, environmental compliance, consumer protection, and regulatory due diligence for major transactions.
