Senior Associate

Emily is an experienced public inquiries lawyer. She has been a solicitor on a statutory inquiry legal team and is currently advising on all aspects of inquiry work by acting as Recognised Legal Representative for a Core Participant in the UK Covid-19 Inquiry.
Emily is highly experienced in the handling of Maxwellisation having previously led the Infected Blood Inquiry’s Criticisms Team. She also has experience overseeing public inquiry evidential and disclosure processes (including the use of e-disclosure platforms, coding and redaction of material), witness engagement, statement drafting and hearings.

Experience
- Prior to joining TLT, Emily was a solicitor on the Infected Blood Inquiry Legal Team for 2 years, providing legal oversight to paralegal colleagues and supporting the Chair, Solicitor and Deputy Solicitors on the day-to-day legal issues such as: evidence gathering, analysis of evidence, disclosure of evidence, report writing, project managing hearings and liaising with witnesses. She oversaw the handling of the Inquiry’s Maxwellisation process which entailed the formulation of a Statement of Approach to govern the process, the identification of significant criticisms, the drafting and sending of Warning Letters and the handling of responses from criticised parties. In addition, Emily successfully lead three rounds of Inquiry hearings and received special praise from Counsel to the Inquiry for her leadership, organisation and efficiency.
- Emily is currently on secondment to the Care Quality Commission (CQC) to assist with their response to the UK Covid-19 Public Inquiry. She is advising CQC on a broad range of strategic and legal issues in respect of its involvement in the Inquiry. Emily has oversight over the collection and review of data for disclosure to the Inquiry, has provided training to CQC’s Inquiries & Investigations Team on all aspects of public inquiries, and is responsible for handling any requests for evidence. Emily is the appointed Recognised Legal Representative for CQC in Module 6 of the Inquiry.
