He advises clients on complex and high-profile public law investigatory and regulatory matters, with particular expertise in large-scale evidence handling, document review, disclosure strategy and risk management.
With over seven years' experience working across some of the UK's highest-profile public inquiries, Rhys combines legal expertise with significant operational and leadership experience. He has advised inquiry chairs, solicitors and counsel to the inquiry and government departments on disclosure, evidence handling, legal risk, data protection, information governance and stakeholder management.
Rhys is particularly well-placed to support clients leading or responding to complex investigations, sensitive disclosure exercises and facing public scrutiny and reputational challenges. His experience leading multidisciplinary teams and managing substantial volumes of evidence enables him to deliver practical, risk-based solutions while maintaining compliance with legal and procedural obligations.
His work helps clients navigate contentious and high-profile matters efficiently, minimise legal and reputational risk, strengthen governance processes, and maintain the confidence of regulators, stakeholders and the public.

Experience
Rhys has previous extensive public law experience on a wide range of demanding and high-profile matters, including:
- Deputy Solicitor and Head of Evidence & Information Management at the Infected Blood Inquiry - Co-led the legal team and oversaw evidence gathering, disclosure, warning letter, report drafting and information management workstreams, including the review of over 1,500,000 documents.
- Senior Lawyer and Head of Information Management on a high-profile Inquiry into healthcare and policing matters, leading a key investigative strand, overseeing delivery of the hearings and managing large-scale disclosure and publication exercises involving a large volume of disclosure and Rule 9 requests, while advising the Chair and Counsel to the Inquiry on legal and evidential matters.
- Head of Evidence & Information Management and member of the senior leadership team for the Andrew Malkinson Inquiry, responsible for evidence, disclosure and information management strategy, including advising on legal risk and evidence handling in the context of parallel criminal investigations.
