He has acted for UK Government clients in high profile public inquiries, drafting witness statements and managing large disclosure projects for core participants in the Infected Blood Inquiry and Covid-19 Inquiry.
Since 2023, Sam has been seconded to the Inquiry Legal Team for the Undercover Policing Inquiry, dealing with secret and sensitive material.
Prior to joining the Public Inquiries and Public Law team at TLT, Sam was a commercial litigator with expertise in banking and regulatory matters. He has managed High Court claims from inception to trial and appeal and has extensive mediation experience.
He is a Solicitor Advocate with Higher Rights of Audience in the Civil Courts (England and Wales).

Leading a team for the Undercover Policing Inquiry, project managing the delivery of disclosure, liaising with parties and managing strategic issues.
Acting for a high profile Core Participant in the UK Covid-19 Inquiry. Project managing a team in the preparation of evidence and disclosure to the Inquiry and advising the client on strategy and risks.
Acting for the Department of Health and Social Care in the Infected Blood Inquiry into contaminated blood and blood products. Drafting evidence and advising high profile witnesses in relation to Inquiry hearings.
In a previous role at TLT, represented NatWest Group in successfully defending a claim valued at c.£24m in a Commercial Court trial. Advised on strategy throughout the claim from issue to the Court of Appeal.
