Andrew is a seasoned public law litigation specialist with over a decade of experience. Prior to joining TLT he was a Senior Lawyer at the Government Legal Department in a variety of Public Law Litigation teams. He previously worked as a lawyer at the National Crime Agency specialising in financial crime matters.
Andrew has extensive public law experience having acted for a number of government departments and public bodies on a wide range of demanding and high-profile matters in the fields of judicial review, proceeds of crime, inquiries/investigations, human rights, immigration, contempt of court, information law and injunctive relief / public interest immunity matters.

Andrew has extensive public law experience having acted for a number of government departments and public bodies on a wide range of demanding and high-profile matters in the fields of inquiries, judicial review, human rights, immigration, proceeds of crime, contempt of court, information law and injunctive relief / public interest immunity matters.
This included:
- acting on behalf of government departments (including individual senior public officials) in relation to the COVID Public Inquiry;
- his appointment as the Senior Solicitor to the British Virgin Islands Commission of Inquiry which investigated whether corruption, abuse of office or other serious dishonestly took place amongst public and elected officials;
- and acting on behalf of the Home Office where he had responsibility for managing the politically sensitive ‘Windrush’ immigration litigation.
