Senior Consultant

Derek is a proactive, adaptable and conscientious Procurement and Commercial consultant with over 20 years’ experience in Public Sector Procurement, in particular with large, high value mission critical strategic IT procurement projects.
Derek has extensive experience in using the Competitive Dialogue process and is experienced in preparing high quality tender documentation. He is experienced in evaluating bidder responses to contractual and commercial requirements and is alsoexperienced in providing and delivering training and awareness sessions on the commercial implications of actions and verbal communications.
Derek is an effective commercial and procurement lead on major IT projects, in particular IT infrastructure and software products. He is an advocate of providing early commercial involvement to ensure contractual compliance with departmental policies and UK procurement legislation and realisation of business requirements.
Derek is able to effectively manage procurement projects, and to contribute to major delivery projects, using recognised procurement project management processes and procedures and a range of procurement approaches including UK Public Procurement Regulations, CCS Frameworks, single tender action and pan government contracts, in order to achieve successful outcomes.
He is an acknowledged commercial and procurement expert on the change control process. He is experienced in contract and schedule drafting in conjunction with legal advice from lawyers.
Derek is also experienced in using CCS and other government frameworks and restricted procedures.

Home Office ESCMP supplier dialogue sessions: Derek was the commercial lead for a number of supplier dialogue sessions with TLT legal support discussing and agreeing drafting for a number of contract schedules with suppliers and Home Office senior management.
7Force various procurements: Derek was the commercial lead for various procurements including for a Work Force Management solution, Custody Healthcare Services, Internet hardware Upgrade, Essex Police Pension Services. These procurements were conducted via various procedures including the Open Procedure, call offs from various CCS Frameworks and other forces frameworks using the 7Force Atamis eProcurement system.
