Heidi has previously led the procurement function in a number of public sector organisations, developing a proven track record of defining and delivering effective and compliant complex procurements, cost savings, carrying out procurement risk assessments (procedural and Reg 72) and out-of-the box solution-focused thinking.
Heidi has a passion for designing procurements that are accessible to the market and optimising competition through the development of effective award questions whilst supporting social value and being commercially focused.
Heidi also has extensive experience in carrying out commercial service reviews and implementing updates and improvement in line with legislation changes, best practice, and policy considerations. In addition, Heidi specialises in designing and delivering technical/bespoke procurement training to support any of the above service
Experience
- Update Contract Standing Orders, procurement strategy, procurement policy, procurement guidance and templates, contract management guidance and templates in response to a Best Practice Notice and in readiness for the Procurement Act 2023
- Provide technical assurance advice, moderation services (plus note taking), drafting of feedback ahead of negotiations, evaluation and negotiation training, and risk-based advice on commercial decisions on two capital projects concurrently with a combined value of £150m.
- Review of ITT and evaluation methodology including reviewing the drafting of technical questions and associated scoring matrices as well as reviewing the financial model for functionality and gaming risks.
- Technical review of moderation notes and associated feedback letters for compliance and challenge risks.
- Design of a procurement procedure and drafting of the Invitation to Tender to ensure the process will deliver against the project objectives and maximise value for money in a compliant manner.
