Jack Doukov-Eustice

Jack advises the public sector on technology and outsourcing projects.

He is a recognised expert in procurement law, having advised on some of the most complex and high value projects in the UK. He is on the editorial board and is regularly published in the Public Procurement Law Review. His practical approach focuses on achieving client objectives whilst controlling and managing risk. His experience in bringing and defending challenges provides a deep insight into where risk lies and how to address it.

Jack is also experienced in technology and outsourcing deals where he has advised UK government, utilities, FTSE100 companies, banks and fintech. His focus on public sector tech and outsourcing brings these specialisms together and provides a unique insight and ability to run commercial, robust, and successful procurement exercises.

Jack is a member of the Procurement Lawyers Association and the Society for Computers & Law. He has recently advised the Synergy Cluster (DWP, MoJ, DEFRA and Home Office) on the procurement of its ERP and BPO contracts and another Government department on investment in its technology platform covering contact centres, CRM and bespoke programs. “
