He provides strategic advice to the public sector, bidders and funders on complex infrastructure arrangements, joint ventures, novel regeneration projects and PFI/PPP projects.
Clients have included Aviva Commercial Finance, Birmingham City Council, Bristol City Council, Department for Transport, the Local Government Association, Places for People, Sherwood Forest Hospitals Foundation Trust and Southampton City Council.
He has significant experience advising on energy generation and energy efficiency schemes, including district heating, solar PV, wind and retrofit projects. He has advised local authority clients on Green Deal and other energy efficiency projects including procuring ECO funding partners, scoping projects and developing key procurement and project documentation.
Patrick specialises in the energy, housing, education, health and transport/rail sectors and supports clients in developing innovative and sustainable joint venturing and broader partnering arrangements.
Patrick qualified as a solicitor in 2001 and joined TLT in 2015.
