Associate

Beth is an Associate in the Infrastructure Planning and Parliamentary team, advising on planning, environmental and policy matters for nationally significant infrastructure projects under the Planning Act 2008.

She works across the energy and transport sectors primarily, advising both promoters and interested parties though each stage of the consenting lifecycle. Her experience includes, assisting on preparing consenting strategies for renewable energy NSIPs, including hydrogen, solar and onshore wind, advising developers on pre-application and consultation processes, shaping consultation materials and stakeholder engagement plans, and assisting with legislative drafting of two development consent orders. Beth also has experience preparing applications for section 35 directions to direct projects into the NSIP regime.

Beth's environmental law experience includes, advising on Environmental Impact Assessment (EIA) issues, Habitats Regulations Assessment (HRA) considerations, and carbon-emissions. Beth has experience advising public bodies on regulatory environmental law issues to ensure the lawful exercise of their statutory functions.

Beth also has experience under the Town and Country Planning Act 1990 including drafting and negotiating section 106 agreements and unilateral undertakings for developers and land agent clients. She has drafted, raised requests for information and finalised due diligence planning reports for developments on renewable energy transmission schemes.

Beth has knowledge of the new Welsh Infrastructure Consenting Regime under the Infrastructure (Wales) Act 2024 and will have experience advising the initial projects going through the process in 2026.

Experience

  • Advising a renewable energy developer promote a 320MW solar farm through the Nationally Significant Infrastructure Project process including pre-application and examination.
  • Successfully advising a renewable energy developer on a section 35 direction application for the promotion of an onshore wind farm and assisting the client in navigating the incoming Infrastructure Planning (Onshore Wind and Solar Generation) Order 2025.
  • Advising an environmental statutory body on their functions and duties under new infrastructure consenting legislation coming into force in Wales.
  • Advising a renewable energy developer on the promotion of their electricity transmission projects under the new Infrastructure Consenting Regime in Wales under the Infrastructure (Wales) Act 2024 particularly in relation to consenting strategy, Scoping Reports, and route alignment under Welsh Planning Policy.
