Francesca Chapman

Francesca is an Associate in TLT's Commercial Regulatory team. She advises regulators, public bodies and corporates on regulatory compliance and enforcement issues including health and safety, ESG issues, healthcare regulation and professional standards matters. She has particular experience supporting regulators and public bodies involved in high-profile public inquiries and general compliance/risk matters in the health and safety space.

Jurisdiction: England & Wales, New Zealand

Francesca advises major public and private sector organisations on health and safety compliance and risk management. Her recent experience includes supporting both a central government department and an international manufacturing business on a range of health and safety regulatory issues, including compliance obligations, governance and regulatory risk.  

She has advised several businesses on sustainability and supply chain regulation, in particular on compliance with the EU and UK deforestation regulation and EU and UK packaging and packaging waste regulations.

Francesca has extensive public inquiries experience. In particular, working with a regulator on high-profile public inquiries and complex regulatory matters involving healthcare regulation, evidence management and public law issues.

Francesca supports a professional standards regulator on fitness to practise appeals in the health and social care sector. She advises on complex professional standards issues and assists with cases that raise important questions of public protection and regulatory decision-making.
