Over 20 years, she has gained market leading expertise on all forms of specialist consenting regimes including Development Consent Orders (DCOs), Transport and Works Act Orders (TWAOs), Hybrid Bills and Compulsory Purchase Orders (CPOs). She is already advising clients navigating the new Welsh Infrastructure Consenting regime, introduced by the Infrastructure (Wales) Act 2024.
Her knowledge covers all aspects of these complex procedures including advising on strategic optioneering and site selection, Environmental Impact assessment, Habitats Regulation Assessment, legislative drafting, policy / case making and securing compulsory purchase powers. She offers extensive experience of DCO hearings, public inquiries, Select Committee hearings, written representations and the drafting and negotiation of complex interface agreements.
Within the Energy sector, Sarah's experience has focussed on the delivery of long distance electricity transmission and distribution connections, acting for the national transmission network owner as well as IDNOs. In the transport sector Sarah has worked on rail, light rail, and highways schemes.
On the transport side, Sarah has worked on numerous high profile rail projects including Crossrail, HS2, several London Underground extensions and enhancements to the East and West Coast Main Lines on behalf of Network Rail. Finally, Sarah offers leading expertise in the field of flood defence, having supported the Environment Agency to deliver 3 major new tidal barriers in Ipswich, Boston and Bridgwater.

- Hinkley Point C Connection: advising National Grid on the successful promotion and delivery of its flagship connection to the new Hinkley Point C nuclear power station in Somerset
- Richborough Connection: advising National Grid to successfully deliver this new connection in Kent
- Ipswich, Boston and Bridgwater Barriers: advising the Environment Agency in relation to the successful delivery of TWAOs for three major new tidal barriers
- Lower Thames Crossing: supporting National Highways in relation to the Lower Thames Crossing DCO
- Northern Line Extension: advising Transport for London on the £1billion extension to Battersea Power Station, consented by TWAO
- Victoria Station Upgrade: supporting London Underground Limited to deliver a £600million upgrade of Victoria Underground Station
- Able Marine Energy Park: supporting the successful promotion of a DCO to authorise this major new energy facility on the Humber
