John Webster

John advises on major regeneration schemes, public-private development and infrastructure projects. He provides strategic advice across all stages of the consenting process, from inception through to operation.

He has extensive experience in UK statutory consenting and land assembly processes, including enabling development and compulsory purchase orders. He regularly advises on complex infrastructure and energy projects under both TCPA and DCO regimes, guiding clients through planning strategy, application preparation and examination.

His work includes ensuring compliance with EIA, HRA and SEA requirements, and managing procedural risk through robust consultation and adherence to statutory publication and notification requirements.

John also has significant experience negotiating key planning and highways agreements, including section 106 agreements, unilateral undertakings, and section 278 and section 38 highways agreements. Through this work, he supports the delivery of environmental mitigation, infrastructure improvements and community benefits.

He advises major housebuilders and Homes England on planning applications for large-scale residential developments, including phased schemes delivered over multiple years. His expertise also extends to biodiversity net gain and the structuring of mitigation solutions within complex development proposals.

He is a member of the Compulsory Purchase Association and the National Infrastructure Planning Association.
