A former government lawyer he is a trusted adviser to governments, regulators, trade unions, corporates and individuals across a spectrum of commercial, legal, regulatory and policy issues.
He has substantial experience and expertise in conducting civil litigation in courts and tribunals up to the UK Supreme Court and the European Court of Human Rights, including closed material proceedings in national security cases, as well as proceedings associated with regulatory investigation, decision-making and enforcement.
Simon has supported witnesses at sensitive and high profile inquests and public inquiries. His work with ministers and senior officials gives him a special insight into the workings of parliamentary and government business. As a visiting Pegasus scholar, he spent time with the Parliamentary Counsel’s Office in New Zealand.

Experience
- Solicitor to the Hallett Review of the administrative scheme concerning “on-the-runs” in Northern Ireland.
- Representing the Ministry of Defence and the Atomic Weapons Establishment throughout the inquest and public inquiry into the poisoning of Alexander Litvinenko.
- Advising the Determinations Panel of The Pensions Regulator on regulatory procedure and decision-making including authorisation of master trust schemes under the Pension Schemes Act 2017.
- Advising the Future Generations Commissioner for Wales in relation to a review of how the Welsh Government carries out sustainable development in its formulation and delivery of policy.
- Supporting the Gambling Commission in its defence of the procurement challenge to the award of the fourth national lottery licence and in giving evidence to the House of Commons’ DCMS Select Committee inquiry.
