Bill has 30 years’ experience working with the UK Government and its departments, the Scottish Executive, executive agencies and non-governmental organisations in the development and implementation of new policy initiatives, regulation and enforcement.
This is particularly in the context of clean energy and energy efficiency programmes, competition law, market investigations, state aid and subsidy control, and policy developments in response to the recent pandemic. He has drafted formal applications on behalf of UK Government for submission to the European Commission for state aid clearance of grant programmes.
He is also a specialist in public procurement, having led a number of complex procurement projects for public sector clients.
Bill has led TLT’s relationship with the UK Government under its core legal services panel since appointment in 2017, with TLT one of the most active firms under that panel. He also leads the firm’s key relationship with the Metropolitan Police Service, the National Crime Agency, the Energy Saving Trust, Triodos Bank, the ZEMO partnership and the Canal and River Trust.
Bill is a trustee of the Centre for Sustainable Energy, a member of the Procurement Lawyers Association and a member of the Global Sourcing Association.
Bill qualified as a solicitor in 1995 and joined TLT in 1997.
