Andrew is a development, regeneration and infrastructure planning lawyer who leads teams advising on statutory consenting, compulsory purchase and the delivery of major projects.

He has over 25 years’ experience advising central and devolved government, local authorities, regulated bodies and private sector developers and investors on infrastructure and development planning.

Andrew has particular expertise in regeneration schemes, including the promotion and implementation of compulsory purchase powers and the development of land acquisition strategies. He also advises on a range of energy and infrastructure projects, including onshore wind, green hydrogen, CCUS, water resources, utility connections, and road and rail schemes.

He specialises in consent and statutory order processes, including DCO, TWAO, hybrid acts, TCPA, CPO and PDR, as well as highways and land compensation law.

Andrew provides strategic support across the full project lifecycle, from business case development, feasibility and options appraisal through consultation, land acquisition and consenting strategy. He also advises on EIA and habitats regulation assessments, examinations and inquiries, and project implementation, including the negotiation of planning (section 106), highways (sections 278 and 38) and water (section 104) agreements, as well as asset protection and interface agreements.

His experience includes project delivery matters such as references to the Upper Tribunal (Lands Chamber), and defending consented projects against judicial review and other legal challenges.

Experience

  • Greenwich Town Centre regeneration – advising the Royal Borough of Greenwich on multiple regeneration projects, including policy approach, the successful promotion of a CPO and associated highways stopping up orders, EIA planning application review, and section 106 and section 111 agreements.
  • York Central – leading Network Rail, Homes England, the National Railway Museum and the City of York Council on planning strategy and the optioneering process for redevelopment of the region’s largest priority regeneration site.
  • Weyside Urban Village project – co‑leading a full-service offering for Guildford Borough Council, including delivery of HIF-funded enabling infrastructure (on-site and off-site highways, drainage and utilities), and advising on special categories of land such as common land, National Trust land and statutory allotments, as well as planning variations and drop-in applications.
  • Bradford City Village project – advising ECF, in collaboration with Bradford City Council, on the promotion of a combined three-site CPO to support a major town centre, housing-led regeneration scheme.
  • Stanlow Green Hydrogen CHP DCO – leading strategy for Essar Oil (UK) Limited on its green hydrogen energy transition proposals.
  • Gas storage DCO and development projects – lead advisor to National Grid LNG Grain on LNG, hydrogen and ammonia storage, and wider commercial development proposals at the Isle of Grain, Medway.
  • Reservoir upgrade proposals and development support – advising Severn Trent Water on planning and CPO matters across a range of projects, alongside asset protection issues relating to third-party schemes and connections.
  • M5 Junction 10 DCO – advising Gloucestershire County Council, as host authority, on the promotion of its highways improvement scheme.
