Caroline Churchill

Caroline works with clients across the full technology lifecycle, from strategic procurement and outsourcing projects through to complex technology contracting, cloud services, emerging technologies, data driven innovation, and cyber security for both suppliers and customers of technology and digital solutions.

Her practice includes advising on UK and EU digital regulation, data, Industrial IoT (IIoT), robotics, quantum technologies, and connected and autonomous transport systems. She is particularly focused on helping organisations harness technology and data to drive growth while managing regulatory, operational and cyber risk.

Caroline advises a broad range of clients, from high-growth technology businesses and scale-ups to established corporates, investors and public sector bodies. She has significant experience supporting organisations operating in the energy, housing, leisure and hospitality, retail, financial services, manufacturing, transport and logistics sectors.

Known for her pragmatic and commercially focused approach, Caroline works closely with boards, executive teams and in-house legal functions to navigate complex technology and regulatory challenges. She frequently advises on digital transformation programmes, AI governance, cyber resilience, technology-enabled transactions, strategic outsourcing arrangements and the commercialisation of innovative technologies. Caroline is passionate about helping organisations realise value from technology, AI and data, translating complex legal and regulatory requirements into practical solutions that support innovation, growth and long-term resilience.

Alongside her client work, Caroline supports the growth of the UK's digital, data and cyber ecosystems. She sits on the strategic boards of FinPact and CyberNorth and is a member of the Regional Steering Group for the North East Cyber Resilience Centre, supporting innovation, cyber resilience, digital and AI skills, regional growth, and inclusive and societal impact.

• Advising a leading university on the development of a digital twin for a global supply chain test bed, working closely with key internal and external stakeholders on the technology, data and contractual framework underpinning the project.
• Supporting a global food manufacturer with the adoption and governance of AI, and the development and implementation of an AI governance framework.
• Acting as lead counsel to a global supplier of autonomous mobility solutions, supporting the integration of driverless vehicles into transport systems and advising on the associated commercial, technology, AI and data protection requirements.
• Advising a national social housing provider on the migration of critical infrastructure from an on-premise data centre to a hybrid solution, including negotiating the contractual and technology arrangements supporting the transition.
• Supporting an energy distribution network operator with the procurement of strategic IT services, AI solutions and associated workforce arrangements, supporting the technology requirements underpinning the delivery of electricity services.
• Advising a variety of passenger transport operators on major technology and operational transformation projects, including transitional services, systems integration, outsourcing, digital asset management, timetable and crew rostering systems, catering and onboard retail services.
• Advising a UK Government department on data sharing and digital platform arrangements, including strategic contracts with leading research institutions and providers of secure research services.
• Supporting a leading utility market operator with the development of sector-wide data sharing arrangements and a data hub, together with the deployment of AI use cases.
• Advising an international sports, marketing and corporate hospitality agency on complex event logistics arrangements and bespoke digital platforms, including the contracts supporting delivery of its technology-enabled services.
