Sinead Morrissey

Sinead has a keen interest in infrastructure planning and has extensive experience of working on development consent orders (DCO) under the Planning Act 2008 and transport and works act orders (TWAOs) under the Transport and Works Act 1992. She has advised on some of the largest and most complex energy and transport related nationally significant infrastructure projects that have gone through the DCO process to date.

Sinead can advise on all aspects of the DCO process, with a particular focus on pre-application consultation, preparation of application documents and EIA matters. She has advised both promoters and key stakeholders, including statutory bodies, in relation to their position as third parties in DCO applications.

Sinead also has experience of securing compulsory acquisition powers by compulsory purchase order and implementing such powers, for example through the use of general vesting declaration.

Sinead is a member of the National Infrastructure Planning Association (NIPA) Council.

Experience

National Grid Electricity Transmission in relation to several major energy projects including the Hinkley Point C Connection Project, a 57km connection consisting of 48.5km of pylons and overhead lines and 8.5km of underground cables. Attended all DCO examination hearings and assisted with the preparation and submission of written submissions during the examination. Also assisted with the implementation of compulsory acquisition powers by general vesting declaration.

National Highways in relation to several major road DCO projects including the A19 Testos Roundabout and Downhill Lane Junction projects, the M42 Junction 6, the A63 Castle Street and the Lower Thames Crossing. Assisted with the preparation and review of application documents, preparation for and attendance at examination hearings and the negotiation of legal side agreements with third parties.

East West Railway Company in relation to its proposed railway project between Oxford and Cambridge. Advised in relation to requirements regarding statutory consultation including the preparation and review of consultation materials, the negotiation of planning performance agreements with local planning authorities and other matters relating to the proposed DCO application.
